Message	this type of activity has to have a lot of public debate, you have to get the permits, post notices of what you want to develop. Likely need an environmental impact study. All the locals may object since it is going to bring in kids in loud cars and possibly street racing. But since there is some racing nearby it may pass easier than in other places.
